The Collapse of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: positive announcements are issued from multiple capitals. Considerable effort is expended on managing particular approaches. By night, the Kremlin clearly shows the world that, for them, military action persists as the main instrument for achieving "settlement".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from enemy soil, a capability enabled by up-to-date information. From observation points, defense planes that had been dispatched to intercept incoming guided weapons flew past – modern combat jets provided to Ukraine by European allies.

Moments later, Kyiv's air-defence systems engaged: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through allied countries. Every deployment jolts you unexpectedly, rattling buildings. The brief panic quickly becomes grim resignation: perhaps the hostile projectile won't hit its mark this time, preventing destruction from devastation and additional electricity failures.

Ongoing Risks

Soon after, a large-caliber weapon fired at a unmanned aircraft close by, part of a mobile-fire group – almost certainly imported technology. Sadly, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its destination.

With pauses, this continued until dawn. Kyiv faced the early updates: seven people killed, damage and heating outages in multiple buildings as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those entire period illustrated Ukraine's essential dependence on Western support – a dependence that regional partners are evidently unprepared to replace in the near term.

Unsuccessful Negotiations

The 28-point plan from Washington generated strong feelings, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new approach from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This trend will, no doubt, endure.

Strategic Calculations

It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. American leadership works based on a premise understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unfeasible to compel Moscow to abandon the territory that it already controls in Ukraine's occupied territories.

The problem is that while accepting these circumstances, Washington does little to deter Moscow, through diplomacy or military means, from believing that the current condition will not shift further in its advantage in the near future.

Opposing Positions

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their reason to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leader remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing civilians and areas but avoiding a total frontline collapse until circumstances change in its benefit.

Existing Situation

Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unworkable, so that their priority does not move to internal issues. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.

These two forces are guiding negotiations.

Summary and Prospects

It took a mere seven days to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, current information leaks, all served their function.

While new plans based on old ideas are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, primarily depend on sustained allied backing.
